Employers Representative
In May 2004, the Government decided to reform public sector procurement in Ireland. To address the reform, a Capital Works Management Framework was developed. The Framework, which includes Public Works Contracts for varying contract types, came into effect in 2007. The main objectives of this reform initiative were:
- To ensure cost certainty at tender award stage
- To ensure better value for money (VFM)
- To more efficiently deliver public works projects

Since 2004 Leading Edge has provided services as the Employers Representative on a number of large scale Education Projects. Acting in its capacity as Employers Representative Leading Edge provided services to include the following roles and responsibilities:
- Liaising with the Contractor on the Employer’s behalf
- Issuing Instructions, Directions and Change Orders
- Certifying payments, completion and compliance
- Assessing claims for delays and compensation
- Managing meetings and communication to the contractor
- Monitoring, auditing or spot checking the works
The application and operation of all relevant provisions of the contract are clearly understood and appreciated by Leading Edge as the Employer’s Representative, these include:
- The form of contract in use
- The parties involved
- Relevant rights and obligations
- Mandatory notices, duties and timelines
Leading Edge retains technically trained individuals with relevant experience commensurate to the project who can act as an Employer’s Representative. These individuals can act with impartiality and in accordance with the contract.
